Mexican Government Running US Immigration Policy-Part III

This is the final installment of a three-part interview, pertaining to the Mexican government’s strong influence on US immigration policy, with former US Border Patrol Supervisor David Stoddard. Mr. Stoddard spent 27 years in the Border Patrol and served in Calexico, California, Vermont, Yuma, Tucson Sector Headquarters and Naco, Arizona. He also worked in Texas, Florida, Puerto Rico and other locations.

Stoddard provided testimony about immigration reform to Rep. F. James Sensenbrenner’s (R-WI) House Subcommittee on Immigration and Claims in 1999 and a Congressional subcommittee on Criminal Justice, Drug Policy and Human Resources in 2002. His observations and, subsequent, contentions are that our US Border Patrol and our borders are increasingly under the control of a foreign power—the Mexican government. He has also been a guest on multiple nationally broadcast Radio and television programs, including Bill O’Reilly’s “The Factor”.

In this segment, Stoddard discusses the dynamics within the US Border Patrol that have led to over 70% of the department now being comprised of Mexicans who hold dual citizenship. He also advises that a majority of these still view their primary allegiances to Mexico—not the USA. These include agents at some of the highest levels within the US Border Patrol. Stoddard also speaks about Mexican US Border Patrol agents who regularly engage in both drug smuggling and human trafficking. When caught, they flee back to Mexico.

Sher: “David, thanks again for your time in addressing this vital issue that impacts all of us in the US. I’d like to start by asking you to explain some of the reasons that illegal immigration into the United States has become so uncontrollable over the last 30-40 years. Let’s start with the makeup of the US Border Patrol. You mentioned that the US’ affirmative action programs and the EEOC have been largely responsible in creating a situation, in that fully 70% of the USBP is now comprised of agents holding dual Mexican and US citizenship. Would you elaborate?”

David: “Sorry. That’s not exactly what I said. I didn’t make myself clearly understood. What I said was that 70% of the Border Patrol is Hispanic. That in and of itself isn’t bad. Some of the most dedicated and aggressive officers I ever worked with were Hispanic. It is a bad thing that a huge number of those Hispanic Border Patrol Officers are anchor babies or derivative citizens. Let me explain; A Derivative citizen is someone who is born in a foreign country of at least one U.S. Citizen Parent. The Anchor Baby is someone whose parents who are residents and citizens of a foreign country but who is born here.

“It is unfortunate that there are U.S. Border Patrol Officers who, through a quirk of law, are U.S. citizens but whose loyalties, culture and mores are of and to a foreign nation. I am referring specifically to Mexico. We currently have Border Patrol Officers who were raised, educated and indoctrinated in Mexico. They regard themselves as Mexican first and their loyalties are to Mexico. They regard their mission as Border Patrol Officers as primarily to assure the safety of their fellow countrymen while they illegally enter the United States. This is why we have a history of Border Patrol Officers working for the Mexican human and drug smuggling cartels. Being raised in Mexico and having friends and family there, they have a support network to use when they get crosswise with U.S. law. Of course, when they get caught, they flee to Mexico where they have family and friends.

Sher: “You also mentioned that the USBP’s NACO Border Patrol Station’s Special Agent Darcy Olmos has made patently racist statements. Would you give us some detail on this?”

David: “Sure. Darcy Olmos, I understand she is a naturalized U.S. Citizen, has stated publicly “These are my people” while referring to illegal Mexican aliens. Once more, she once stated, referring to border area U.S. ranchers, that “Their people stole the land from my people”, meaning that U.S. land was “stolen” from Mexico. Darcy Olmos is a living example of the Peter Principal. She apparently was promoted through the ranks solely because of being female and having a Hispanic surname. We have reaped the “benefits” of EEO and Affirmative Action in the person of Darcy Olmos. I am sure there are other examples.”

Sher: “You identified additional problems facing the US as the huge influx of Mexican anchor-babies and derivistas [those born and raised in Mexico but who have at least one parent living in the US]. In your estimation, what level of negative impact have these two groups caused the US?”

David: “Let me clarify that too. Regardless where the parents live, there are many anchor babies, derivative citizens, naturalized citizens, legal and illegal aliens who have migrated into the United States taking advantage of what the U.S. has to offer while advocating for other countries—turning their neighborhoods, communities and states into slums and barrios. The U.S. Naturalization oath requires swearing allegiance to the United States. But it is not taken seriously anymore by many people. They want all the rights and privileges of U.S. Citizenship but they are not willing to forsake allegiances to the “old country” or make sacrifices for American benefits. This has caused enclaves of ethic separatists within the United States. We saw recent demonstrations in which flags of dozens of foreign countries were flown, chants and slogans in Spanish were shouted and the U.S. flag was denigrated. Also this phenomenon of “unassimilation” has resulted in powerful ethnic identity groups such as NCLR, MALDEF, LULAC, MEChA, MAPA and others. They are all racist groups because they advocate special rights for particular people based on ethnic identity. What is outrageous is that the U.S. Government gives these racist groups millions of our taxpayer dollars.”

Sher: “I understand that US Border Patrol exams are now given in both Spanish and English but, no other languages. One immediate question comes to mind. If the exams are given in Spanish, are there currently US Border Patrol agents who are not fluent in English?”

David: “Yes. There are currently Border Patrol Agents who are functionally illiterate in the English language. Many can barely make themselves understood while transmitting over a radio. I think proficiency in the English language should be an absolute requirement. While Spanish proficiency is a requirement for the job, English proficiency has taken a back seat to Spanish proficiency. Extra points are given to Spanish proficiency on the Border Patrol entry exam. As far as I know, no points are given for knowledge of any other language. And, as far as I know, Spanish is the only foreign language in which the Border Patrol exam is given. Also, recruitment posters are printed in Spanish and advertisements for agents are aired on Spanish radio stations.”

Sher: “With regards to the ongoing incursions of the Mexican military across the US’ Southern border and its apparent affiliation with drug traffickers, you said that they are immune to arrest by Mexican authorities. Would you give us some background information on this?”

David: “The Mexican military holds a unique position in Mexican society. A Mexican soldier cannot be arrested by civilian authority. Even the Federales don’t mess with Mexican soldiers. The real power in Mexico lies with the military. The whole country is divided into military districts. Mexican generals run those districts. If a Mexican soldier commits a crime, he cannot be arrested except by another Mexican soldier. There is no civilian inquiry, no explanation required, no accountability. That is why the peasants in rural Mexico flee at the approach of Mexican troops. Those troops are free to rape, pillage and plunder with impunity. That’s one reason why illegal aliens are fearful of U.S. troops on our border. They equate our troops as being as lawless as Mexican troops.”

Sher: “US citizens whose property is located close to the Mexican border are under siege from the illegals’ crossings into the country. Why are so many of them being sued?”

David: “Each Mexican Consulate in the United States keeps a group of lawyers on retainer. The Mexican Consulate is much like a big city pimp who keeps a stable of prostitutes. These lawyers are U.S. educated but they work for the Mexican government within the U.S. judicial system. By treaty, whenever a Mexican citizen is encountered by U.S. law or a U.S. citizen, the Mexican Consul is notified. If a U.S. Citizen border resident detains a trespasser who turns out to be a Mexican illegal alien, he is turned over to the U.S. Border Patrol. The Border patrol submits a report to the Mexican Consul containing all the details such as names and location. The Consul then consults with one of his U.S. lawyers. The lawyer then brings a suit in civil court against the U.S. Citizen usually for some contrived “civil rights” violation. The result is that U.S. border residents are reluctant to protect themselves against illegal alien thugs, thieves and vandals. The court costs are simply too much for most of us, so why take a chance? This is the way the Mexican government assures the free passage of its citizens across privately owned U.S. property.”

Sher: “Finally, I understand that you were heavily involved in a program known as JTF 6 that is now called JTF North. You advised that, with this program, you were able to effectively close the Southern border. Would you explain the program and tell us why it is no longer being affected by our Border Patrol?”

David: “JTF North is still assisting the U.S. Border patrol. That is the program under which U.S. Military Engineer units are deployed to build fences, roads and other infrastructure. During the early 90’s there were active duty military units deployed along sections of our border to assist the Border Patrol with narcotics interdiction. Among the units I personally worked with were Marine Recon, Army Special Forces, Army Air Cavalry and others.

“When these military units came in they brought their specialized equipment such as infrared devices, sensors, scopes and helicopters. In conjunction with the U.S. Border Patrol, they would deploy along the border and, for a brief time, there would be no traffic across that border. The smugglers and the alien traffickers simply ceased operations. We sealed 100 miles sections of the border at a time. It was very effective. But since it was temporary, the illegal traffic resumed as soon as the military withdrew. The whole border can be sealed in that manner. It wouldn’t take all that many soldiers either.

“The whole U.S.-Mexico border could be sealed with as few as 100 helicopters equipped with FLIR (forward looking infrared) scopes, and a few hundred men equipped with state of the art sensors, scopes and other electronics. There are those who would argue that this is a violation of Posse Comitatus. That’s ridiculous. Posse Comitatus prohibits the use of troops for domestic law enforcement. Border security is not domestic law enforcement. It is protecting our nation from foreign intruders. Besides, Posse Comitatus was passed in 1878, yet the U.S. Cavalry continued to patrol the U.S. Mexico Border until 1924. If Congress intended Posse Comitatus to prevent the military from securing our nation, the cavalry wouldn’t have continued on the border for another 46 years. I once brought up that fact to U.S. Representative Jim Kolbe at a Town Hall meeting in which he stated that Posse Comitatus prevented the U.S. Military from securing our border. Jim Kolbe reacted with a look on his face like he had been photographed in a compromising position in a gay bath house. He has never again used Posse Comitatus as an excuse not to use the military on the border.”
