It's time to think differently. It is absolutely IMPOSSIBLE to stop all crime, murder, war etc,.
No outside Policing is every adequate. Even a complete Totalitarian state cannot stop everyone and that kind of state breeds crime, violence and murder.
The only sure way to stop what we consider bad is to teach people a standard that works, when they are young and have them internalize it. When there is no standard or a bad one, people's free choice includes crime. You also have to eliminate all standards and ways of thinking that lead to evil such as Islam according to the Hadith (stories about Muhammad, passed through many hands and generations,that contradict the Koran and call for the terror and horror that we are seeing globally).
